How to Scope Commercial Kitchen Cleaning
Scope commercial kitchen cleaning by zone and process, separating food-contact cleaning, degreasing and hood/exhaust work before proposals.
Commercial kitchen cleaning needs a zone-by-zone scope. Routine cleaning, food-contact cleaning and sanitizing, periodic degreasing, floor work, and hood/exhaust work are different activities. A proposal should say which one applies to each surface instead of using one broad promise for the entire kitchen.
That distinction protects the buyer as well as the operation. You can compare proposals only when the surfaces, processes, timing, exclusions, and hand-back responsibilities are clear.
Start with zones and surfaces
Map the kitchen before asking for proposals. Separate the zones that need different processes or protections:
- preparation areas, food-contact equipment, and utensils;
- cooking lines and equipment exteriors;
- floors, drains, walls, storage, and dish areas;
- refrigeration exteriors and dining-adjacent areas;
- ventilation-related components.
Each zone has different soil, access, operating, and protection needs. Your map should show the provider exactly where one process ends and another begins.
A food-contact surface is a surface that food normally touches or from which it can drain, drip, or splash into food. It is not the same as every wall, floor, or equipment exterior. Labeling the surface type helps the provider and facility decide whether the requested work is cleaning, a food-contact process, degreasing, or something else.
Document the condition as well. Note accumulated grease, food residue, spills, splash zones, scale, damaged surfaces, inaccessible equipment areas, and existing defects. Explain whether food, utensils, movable equipment, or supplies will be removed or protected before the crew arrives.
Do not assume a general kitchen-cleaning scope includes every part of the room. For example, cleaning an equipment exterior is different from cleaning a food-contact surface, and floor work is different from cleaning a grease-removal exhaust system. Put each one on the kitchen map.
Is the job cleaning, sanitizing, or degreasing?
Cleaning removes soil and residue. Where a food-contact surface needs sanitizing, the surface must first be cleaned according to the applicable process.
Sanitizing means applying an approved process that reduces microorganisms on a cleaned food-contact surface to safe levels. It should not be used as a broad description for every part of a kitchen.
Ask the provider to state the surface type and process in writing. For food-contact items, separate four decisions: who protects food and utensils, what process applies, how the area is returned, and who approves its use.
Degreasing is another scope question. It may apply to certain equipment exteriors, walls, floors, or cooking-area surfaces, but the request should name the target surface and condition. Do not assume that a degreasing proposal covers food-contact surfaces, a hood system, or every grease-related condition in the kitchen.
The FDA Food Code is a model code adopted differently by local jurisdictions. It is useful for distinguishing food-contact and nonfood-contact processes, but this guide does not substitute for local health requirements or the facility's own procedures.
Keep hood and exhaust work separate
Ventilation cleanliness and commercial cooking exhaust work are not interchangeable. The FDA Food Code addresses keeping intake and exhaust ducts and filters from becoming a contamination source. That does not establish that a general kitchen-cleaning provider is performing a grease-duct or hood-exhaust service.
Hood and exhaust systems involve a separate specialist scope. Ask explicitly whether the proposal includes canopy hoods, filters, exhaust or grease ducts, fan components, access panels, reporting, and any work that requires a specialist arrangement. If it is not named, treat it as outside the kitchen-cleaning proposal until confirmed.
Do not use a general statement about ventilation to imply hood-system service. Likewise, do not assume a provider that offers hood/exhaust work is responsible for routine kitchen surfaces unless those tasks are separately listed. This boundary prevents a serious scope gap.
Plan work around food operations
Coordinate the work with production, deliveries, storage, and staff access. Before scheduling, confirm:
- which equipment can be moved and who disconnects or protects it;
- what food, utensils, and supplies must be removed or covered;
- which areas must remain available;
- how much time each zone needs for preparation and hand-back.
For wet floor work, agree on drainage, barriers, traffic control, and the hand-back point. For maintenance tools and mop water, the facility should use a process that prevents contamination of food, equipment, utensils, and supplies. State where tools will be cleaned, stored, and dried when that is relevant to the job.
Tell the provider about product restrictions, food-service rules, fragrance requirements, or sensitive occupants. If hazardous cleaning chemicals are involved, ask for product information and Safety Data Sheets, usually called SDSs, when relevant. This helps the operation coordinate chemical use; it does not make a broad food-safety claim.
Plan the final inspection. Identify the person who will inspect each zone, confirm that protected items can return, review exclusions, and record any conditions that need follow-up. A hand-back plan is especially important when work is performed overnight or before food preparation resumes.
How do you compare proposals fairly?
Give each provider the same kitchen map and operating constraints. A lower total may reflect fewer zones, no food-contact process, or less equipment access.
It may also exclude hood/exhaust work or facility preparation. Compare those decisions before you compare the totals.
Use this checklist:
- Zones and surfaces: Which food-contact, nonfood-contact, equipment, floor, wall, storage, and ventilation-related areas are included?
- Condition and process: What soil or grease is identified, and is the work cleaning, sanitizing, degreasing, or another named process?
- Food and equipment protection: Who removes, covers, moves, disconnects, or restores food, utensils, equipment, and supplies?
- Hood/exhaust boundary: Is specialist work included, and which components, access points, and records are in that separate scope?
- Products and tools: What products are proposed, what restrictions apply, and how will tools and mop water be managed?
- Access, exclusions, and hand-back: When will work occur, what is outside scope, and who approves each zone before operations resume?
Compare the written scope before comparing totals. If a provider has not separated routine cleaning, food-contact work, and hood/exhaust work, ask for that clarification first.
For a recurring arrangement, keep the same zone map as conditions change. A new menu, replacement appliance, revised storage layout, or altered operating hours can change access and soil patterns. Update the written scope instead of assuming that the original kitchen-cleaning description still fits the work.
What should be confirmed before work begins?
Confirm the kitchen map, surface/process labels, protection responsibilities, schedule, equipment access, floor controls, products, tool handling, hood/exhaust treatment, exclusions, and hand-back contact in one written record.
Tell kitchen staff what must be removed, protected, or left accessible. If the hood/exhaust boundary or a food-contact process is unresolved, hold that part of the scope rather than assuming it is included.
